Case Review: CRB Public Guidance
A documented inconsistency in island-status text, and an open question about how public netting guidance reflects Hawaiʻi’s 2026 law.
Public guidance should give residents a coherent, dated account of the situation and identify the authority behind restrictions. This case separates a verifiable inconsistency from a question that still needs implementation records and an authoritative explanation.
Scope and review status
Sources checked: October 17, 2026. The website reviewed here is CRB Response at crbhawaii.org.
This is an initial source review for the community website’s internal team. No agency inquiry has been sent for this case. Agency explanations, implementation records, and internal editorial sign-off remain open.
Documented issue: conflicting geographic wording
The Hawaiʻi Island section of CRB Response’s Current Status page says detections are “restricted to the Waikōloa area.” The same section then describes March 2025 captures near Kona Airport and identifies them as the first detections outside Waikōloa.
Those statements do not provide a consistent current geographic summary. The supported finding is a public-information inconsistency on that page. It does not establish why the wording remained, whether a reader relied on it, or whether it caused a management failure.
Recommended correction: label historical statements with their applicable dates, update the summary, and display a last-reviewed date for each island section. Retain links to the underlying notices so readers can distinguish a historical milestone from a current distribution claim.
Open issue: netting guidance and Act 103
In its netting section, CRB Response’s Palm Treatments page says certain small-mesh netting is “illegal to sell in the State.” The reviewed text cites fishing rules and does not explain the 2026 amendment.
Act 103 was approved on June 5, 2026. It amended Hawaiʻi’s fine-mesh-net statute to address monofilament plant protection and require rules allowing sale and distribution for CRB protection, subject to safeguards.
The public page needs dated context explaining how the statute, any implementing rules, and fishing restrictions fit together. This review has not verified the current rulemaking or approval status. It therefore does not conclude that any particular net may currently be sold or used without further conditions.
Documentation still needed
These are proposed follow-up questions for internal review. They have not been submitted to CRB Response or the Department of Agriculture and Biosecurity.
- Which office owns review and correction of the two public pages, and what is its update schedule?
- What is the approved current wording for the Hawaiʻi Island summary?
- Which adopted rules, approvals, specifications, or distribution requirements implement Act 103?
- When was the netting paragraph last reviewed against the applicable law?
- What correction and revision record will make the answer clear to residents?
How this case will be evaluated
The internal team should preserve the source check, verify any revised pages, and attach any later response with its date and context. A correction should be acknowledged in the case record. If implementation remains unresolved, retain that uncertainty rather than converting it into an allegation of unlawful conduct or intentional deception.
